成立背景與政策對接 (Foundation Background & Policy Alignment)
國際長壽醫學研究中心的成立順應社會發展和政策導向的雙重需要。當前全球和中國都面臨人口老齡化挑戰,如何實現“健康老齡化”已成為重要課題。澳門特區政府近年推出《健康澳門藍圖(2021-2030)》等政策,強調預防為先、健康老齡化和醫養結合;同時配合國家《“健康中國2030”規劃綱要》和《積極應對人口老齡化中長期規劃》,為大健康產業和長者服務提供了政策支持。在此背景下,澳門城市大學大健康學院於2025年初設立了國際長壽醫學研究中心。中心緊扣澳門“1+4”產業多元發展戰略,把握橫琴粵澳深度合作區建設大健康產業的契機,旨在對接國家與本地政策,開展長壽醫學相關研究與實踐,助力構建健康城市與長者友善社會。通過中心的成立,澳門城市大學希望在政府政策引導下,凝聚各方力量,率先探索健康長壽領域的創新模式,為區域經濟適度多元化和社會民生福祉作出貢獻。
The establishment of the International Longevity Medicine Research Center responds to both societal needs and policy directives. Globally and in China, population aging has made “healthy aging” a critical challenge. In recent years, the Macao SAR government has launched initiatives such as the “Healthy Macao Blueprint (2021-2030)”, emphasizing prevention-first healthcare, active aging, and integrated medical and eldercare services. At the national level, China’s “Healthy China 2030” blueprint and the Medium- to Long-Term Plan for Actively Responding to Population Aging provide strong policy support for the big health industry and services for the elderly. Against this backdrop, the Faculty of Big Health of City University of Macau established the International Longevity Medicine Research Center in early 2025. The Center closely aligns with Macao’s “1+4” economic diversification strategy and leverages opportunities from the Guangdong-Macao Intensive Cooperation Zone in Hengqin, which prioritizes big health industry development. By dovetailing with national and local policies, the Center conducts research and practice in longevity medicine to help build a healthy city and age-friendly society. Through the Center’s launch under policy guidance, CityU Macau seeks to pool strengths from various sectors to pioneer innovative models in healthy longevity, thereby contributing to Macao’s moderate economic diversification and the well-being of its people.

國際長壽醫學研究中心以“延長健康壽命、增進生命質量”為宗旨,確立了明確的發展目標。中心的使命在於:
- 開展創新研究:圍繞影響人類壽命和健康老化的核心科學問題開展跨學科研究,揭示延緩衰老、防治老年疾病的新策略與技術。我們目標成為長壽醫學領域的重要學術樞紐,產出高質量科研成果。
- 培養專業人才:依託澳城大大健康學院的學科優勢,培養掌握長壽科學最新知識與技能的高端人才,包括長壽醫學科研人員、公共健康專才和老年服務管理人才,為大健康相關行業輸送後備力量。
- 服務社會政策:作為智庫為政府決策提供支援,定期就人口老齡化趨勢、長者健康服務等議題開展調研並提交政策建議。中心致力於推動健康政策完善和社區健康意識提升,成為澳門及大灣區在長者健康領域的顧問機構。

The International Longevity Medicine Research Center is driven by the mission of “extending healthy lifespan and enhancing quality of life,” and has set clear development goals:
- Innovative Research: Conduct cutting-edge interdisciplinary research on key scientific questions affecting human longevity and healthy aging. We seek to discover new strategies and technologies to delay aging and prevent age-related diseases. Our goal is to become a major academic hub in the field of longevity medicine, producing high-impact research findings.
- Talent Cultivation: Leverage the academic strengths of CityU Macau’s Faculty of Big Health to train high-level professionals equipped with the latest knowledge and skills in longevity science. This includes cultivating researchers in longevity medicine, public health specialists, and eldercare management professionals, thereby supplying skilled talent for the big health industries.
- Policy and Community Service: Serve as a think-tank supporting government decision-making by conducting studies on population aging trends, elder health services, and related issues, and by regularly providing policy recommendations. The Center is committed to improving health policies and raising community health awareness, positioning itself as an advisory body on senior health for Macao and the Greater Bay Area.
Through these goals, the Center aims to create a synergistic impact across research, education, and policy. How the Center Aligns with the Healthy Macao Blueprint (2021–2025)
I. Alignment Background
The Macao SAR Government’s Healthy Macao Blueprint proposes building a “livable, sustainable, and smart healthy city,” and sets three core goals:
Improve population health
Optimize healthcare resource allocation
Advance the health industry
As a forward-looking research and translation platform, the International Longevity Medicine Research Center naturally aligns with the “smart healthy city” vision and can serve as a key driver for the Blueprint’s implementation.

Launch longevity-medicine popular science programs, public health lectures, and “Silver Health Festival” activities;
Produce multilingual, cross-media health communication products (e.g., longevity picture books, videos, AI interactive tools);

How the Longevity Medicine Center Aligns Precisely with the “1+4” Strategy
1) Aligning with the TCM & Big Health core industry
The Center’s focus on anti-aging, chronic-disease prevention, and health management sits at the frontier of the Big Health sector.
We will conduct joint research on the potential of Traditional Chinese Medicine (TCM) in delaying aging, constitution profiling, and medicinal-food homology, and develop longevity nutrition and conditioning products with distinctive Chinese characteristics.
We can establish a coordination mechanism with the Hengqin TCM Industrial Park to undertake Macao–Hengqin joint health-industry projects.
2) Aligning with High and New Technology (AI, Biotechnology)
Core methods in longevity medicine are driven by AI + HI (human intelligence) data mining and algorithmic modeling.
We will develop longevity prediction models and individualized health-trajectory analytics.
We will build a GBA-oriented longevity-medicine data platform, incubate AI health-assessment tools and wearables, and foster a “precision health-tech” industrial ecosystem.
3) Aligning with Modern Finance (insurance, health investment & financing)
Longevity-prediction technologies can inform pricing models for new insurance products such as longevity and health insurance.
We will partner with Macao insurers and financial-innovation platforms to co-design integrated “health + finance” products.

1) Tapping the Hengqin Guangdong–Macao In-Depth Cooperation Zone’s “Tech + Health” layout
The Center will proactively integrate into Hengqin’s “biopharma + healthcare + tech innovation” clusters, advancing coordinated development of GBA scientific platforms, clinical resources, and health services.
We will build translation mechanisms with the Hengqin TCM Park and smart-health platforms, exploring a model of “Macao R&D + Hengqin pilots + GBA scale-up.”
2) Responding to China’s structural health needs amid population aging
As the elderly population grows rapidly, longevity medicine becomes a key lever for preventing chronic diseases, delaying aging, and alleviating pressure on medical insurance systems.
With a focus on extending healthy lifespan, the Center will serve middle-aged and older groups with cost-effective approaches—offering strong practical significance and social value.
3) Precisely supporting Macao’s “1+4” diversification strategy
For the TCM & Big Health core, we will enrich the value chain through longevity nutrition, testing devices, and health-management products.
For High-Tech, we will develop AI-driven longevity assessment and precision-intervention systems.
In MICE + Cultural-Tourism, we will create international forums, expos, and science-popularization residence experiences themed on health.
4) Enabling university research translation and global collaboration
The Center will build a closed loop of Research → Education → Translation → Communication, accelerating industrialization and policy uptake of results.
Leveraging the university leadership’s influence in international education, we will partner with top institutions—such as Stanford, Columbia, and the National University of Singapore—to form a global longevity-science network and cross-border cooperation mechanisms.

簡介
惠宏襄博士是國際知名的代謝性疾病與長壽醫學專家,長期從事代謝性疾病與長壽醫學的科研與臨床轉化工作。曾任美國UCLA醫學中心研究員,專注於胰腺疾病與糖尿病研究,同時擔任美國退伍軍人醫療系統研究員與瑞陽先進醫學研究所所長,擁有超過150篇國際論文與多項國際專利。
近年來,聚焦於AI驅動的精准健康與長壽醫學管理模型的開發,在中美兩地推動健康科技的臨床轉化與產業化應用,主導或參與多個國家級健康戰略專案。
目前擔任:中國健康促進基金會代謝病專家委員會主席、亞太精准醫學論壇創會主席。 國際醫學期刊《Pancreas》《Frontiers in GI Sciences》等的副主編

Prof. Hongxiang Hui | Director, International Longevity Medicine Research Center
International expert in metabolic diseases and longevity medicine | Initiator of the “Longevity Medicine + Soft Health” framework
Dr. Hongxiang Hui is an internationally recognized expert in metabolic diseases and longevity medicine, with longstanding work in research and clinical translation across these fields. He previously served as a researcher at the UCLA Medical Center focusing on pancreatic disorders and diabetes, and as a researcher within the U.S. Veterans Health Administration, while directing the Ruiyang Institute of Advanced Medicine. He has authored over 150 international publications and holds multiple international patents.
In recent years, Dr. Hui has focused on developing AI-driven models for precision health and longevity management, advancing clinical translation and industrial application of health technologies in both China and the United States, and leading or participating in several national health-strategy initiatives.

Prof. Chen brings over 40 years of experience across medicine, health management, public service, and innovation. A nationally recognized expert at the intersection of healthcare and public policy, she has long held leadership roles within Zhuhai’s health system and tertiary hospitals, and led the Zhuhai Women and Children’s Hospital to become China’s first prefecture-level, Class-A Tertiary women and children’s hospital.
She holds appointments in multiple national and sector bodies, including:

She has been deeply involved in Zhuhai–Macao–GBA health integration strategies and the development of smart-health systems.
In the domains of “Longevity Medicine + Health Education + AI + Community Governance,” Prof. Chen has long focused on health interventions for maternal–infant and older populations, policy modeling for the silver economy, and educational translation of best practices. She has directed multiple community health demonstration projects, advancing the real-world adoption of longevity concepts and promoting cross-disciplinary integration.
As an advocate and practitioner of the “Health-Enjoyment Economy,” and founder of the Soft-Health Community Ecosystem, she actively integrates life-coaching principles, technology service systems, and healthy aging. Ms. Xu Shuhui serves as a specially appointed platform–resources advisor to the Center. She has extensive experience in integrating government–industry–academia–research resources, coordinating Greater Bay Area health-industry initiatives, and building mechanisms for international exchange. She actively supports the Center in expanding multifaceted collaborations with high-end think tanks, industry alliances, and demonstration bases, advancing co-construction and shared growth of the platform ecosystem and the academic system.

Zhang Chenlu is a PhD candidate in Digital Media at Macau University of Science and Technology. She serves as the Center’s Administrative Director and Assistant to the Director, deeply involved in coordination, communications, program design, and international outreach for longevity-medicine initiatives. She currently acts as Project Lead for the Atherosclerosis Prevention Special Action (GBA Office) under the National Elderly Rehabilitation Engineering Program.
Focusing on health communication and content innovation, her honors include:

l Excellence in Design Award, Nursing Culture Communication Project, Hengqin Hospital
l Lead Creator & Curator, Popular-Science Picture Book Series for the National Elderly Rehabilitation Engineering Program
Integrating visual expression + health content + social innovation, she is building a youth-friendly health communication ecosystem, leading young-scholar communities in longevity medicine, and empowering the Greater Bay Area’s health industry.
